No. To buy skins you have to buy V - Bucks and to buy V - Bucks you need Psn credit. The card looks something like that, only without yellow, only blue and white and there's credit on it, not with 3 months membership or something like that.

Yes… Then you get a free ps Plus skin + slides or something… But they are mostly nothing special and only rare skins, so neither legendary nor epic, I think.
