Why is ping different in other places?

I ask this question for another person. And we have person, place1 and place2.

If person is at location 1 and plays Fortnite there he has a 300 ping with a 16k line. But at location 2 he has a 0-15 ping with a 50k line.

On the line, it can theoretically not be right?
