Much too little GPU utilization?

In games like apex legends, gta and fortnite i have a cpu utilization of 80-90% (i5 8400) and a gpu utilization of 30-40% (gtx 1070) which gives me bad fps. Does anyone know how to fix this?

Which games are you talking about?

Some games demand a lot more from the CPU than the graphics card. And sometimes it's the other way around.

And what screen resolution do you play at?

Do you use a "conventional" 60Hz monitor?

We're missing information about the rest of the hardware, the game in question and the potential optimization options.

This CPU is at least a 6/6 core, the 8th generation. So "weak" looks different.

1. You don't need the other hardware because the CPU is almost fully utilized and the GPU sleeps during this time. Or do you think it's the RAM?

2. CPU userbenchmark favors Intel with a good bit, and is hardly suitable for determining performance. The 8400 is clearly behind the 3600 if you look at real benchmarks. In terms of gaming performance, the 10600k is more comparable to the 3600 and still has a poorer multicore performance.

So, I would advise you to use 16GB too uneven. The CPU is not really the best either, but it should be enough, because if I watch the gameplays on YouTube with your i5 8400 and the gtx 1070, you get a pretty good smooth game.
