A 144 Hz monitor won't bring you 144 FPS

is probably due to your hardware

Your monitor has no influence on how much FPS your PC creates. The hardware in your PC is responsible for this and is probably too weak for it.

Without further information, I simply suspect that your PC is too bad to deliver 144FPS continuously.
