I would say Apex
Since both are competitive online shooters, I would say that the same amount is appropriate for both. How many that are ultimately up to the player. For some, 60FPS is enough for 60Hz, others need 144FPS for 144Hz and professional esports enthusiasts mostly use 240Hz monitors and therefore need 240FPS.
If you mean which game is more likely to achieve more FPS with the same hardware, it's Fortnite. Apex is more complex and accordingly needs more PC power, which results in less FPS with the same hardware than Fortnite.
Edit: So the final answer to your question would be Apex about your addition. For that you need a slightly better PC. Nevertheless, both run on a wide range of systems.
