What you can buy for 25 euro doesn't have much more power than an iGPU (graphics card integrated in a CPU). The things are not really suitable for gambling.
I have an iGPU and with the Schafe I get 60 fps but only in performance mode and I have to buy a temporary graphics card for my new system anyway
25 euro are just very tight. If you can still get something like that on ebay then something would be in the direction of AMD RX 260, 360 … Or Nvidia GT (X) 450, 550, 650 … Better. But you will probably pay more than 25 euro for this
