I have an ox in my area that doesn't sound too bad to me and it should only cost 90 euro. I want to play fortnite on the pc and other esport titles

would install a gpu thought of a used gtx 1060 for 110 euro or a 1050ti 90 euro.

Is the price-performance pc good or too expensive and would the graphics card be worthwhile or not?
Also like to make suggestions for a different system or graphics card.

Price? I would leave it. You won't have a windows key, the CPU isn't good, and it's stale RAM. You will be able to play minecraft or overwatch in low settings but you will not be satisfied in the long run. Better put one together yourself and save the money.

With the built-in Radeon HD 4550, you can effectively no longer play games these days, because even integrated graphics solutions in the CPUs are faster.

Even with its power consumption of around 30W, this graphics card does not require a separate power supply. Therefore, the built-in power supply will probably be more of a typical office power supply with around 300W (or even less).

Operation with a GTX 1050Ti should just about be possible; stronger graphics cards will cause problems without replacing the power supply unit. However, since mostly non-ATX-compliant OEM components are installed in these computers, replacing the power supply unit could be problematic.

However, e-sports titles should be possible with a GTX 1050Ti or GTX 1650.

That won't work, at least nothing that is fun.

The CPU from the first Intel Core i generation is about 10 years old and has extremely little performance.

Second, the Dell only has a system power supply with 255W, so no halfway decent GPU runs.

For 90 euro there should be something better. You really don't make any big leaps with this thing (not even with a new graphics card).
