What makes more sense and if I want to build a pc? What are the advantages and disadvantages of the two options? Or is an Intel i7 9700k and an rtx 2070 super enough? Would like to gamble on wqhd 144hz. Games r6, fortnite, ets2 etc.

If you want to use the PC for gaming, definitely i7 with GTX 2080ti.

The combination of Intel i7 9700k and RTX 2080Ti makes more sense. As a graphics card, however, I would take the RTX 2080 Super. It is not much worse, but costs significantly less.

is just a bad time right now… Not just because of Corona.
The new Intel CPUs will be released in a few days, and the new Nvidia in August / September.
If you want to buy new now, I would take the Ryzen 3700X, and an RTX2070 Super, which has more than enough steam for WQHD and 144Hz.
Or you can take the i7-10700K (and a 2070 Super) in a few days.
Or you can "temporarily" take your old graphics card or a GTX1660 Super (which you can definitely sell in August.
And then a new RTX3070.
Even if the Intel runs a few MHz faster at the factory, I would definitely recommend the Ryzen 3700X CPU.
So for the i7 9700k an air cooler should be enough if you want a waku take a 240 radiator that is enough.
650w should be enough for the i7 and 2080
