Since you have a 240hz monitor, I think you are playing in FullHD with low graphics settings. That's why your graphics card will never be at full capacity because your CPU, even if it's an i9 9900K, limits it. This is also the reason why you will get exactly 0% more pictures per second with an RTX 2080 Super compared to an RTX 2070 Super.

Most of the time in Fortnite I get 240FPS when I set to "unlimited", often over 400FPS. Unfortunately, I can't say anything about Rainbow Six Siege.
