I have an RTX 2080 Super 8gb with a Ryzen5 2600 and 32GB RAM.
But I have less than 140FPS in Fortnite with good settings.

Ryzen 2600 is not a high end cpu. What is there to "smile at"? His cpu slows down his high end gpu
It is 99% always a matter of attitude. Only where exactly, of course, I can't say. Is it a driver setting or a program setting? But you can forget about such nonsense that your CPU is too weak. I have customers who run a Ryzen 1600 with a 2080ti. And without Bottleneck. However, it is the new edition of the 1600. It can be compared to the 2600.
So something is slowing down your GPU. It would be very helpful if you install MSI Afterburner. In the program, you can set that the most important information is displayed during the game. That is, fps, CPU and GPU utilization. What is most important to you. So you can immediately see whether either CPU or GPU are fully utilized. The 2600 is certainly not a high-end CPU, lol. But it doesn't have to be that. For gamers, a CPU only has to be so strong that they don't slow down the graphics card. And I've been in the business for over 15 years now, so I can say that the Ryzen 2600, a 2080 S, definitely doesn't slow down.
