I had watched videos with these components where you got good 60 fps then I tried it first everything went well I had 60 fps and the game ran smoothly as soon as I wanted to play again the next day there were violent stutters I don't know I have also replaced my power supply from a 250watt to a 500watt 80+
See if all drivers are up to date.
What settings do you play on?
At 1080p you should reach around 60FPS with medium, around 40FPS with high and about 25FPS with Epic.
I play on low settings medium but 100%
