Rx 590 fortnite 144fps?

Can you do Fortnite with an I5 4590, RX 590 nitro + GB 144 FPs in low settings 1080p? And would you need to buy such a Pc for 250 euro on Ebay? (I will upgrade to a Ryzen 5 2600 or better later)
