Why not just grab a 1660ti on a budget?
It's much stronger than a 590, barely fainter in games than a Vega56 and consumes just 120W so it's still and cool. Cost from 265 euro…
The 590 can't be recommended, the 580 was already clocked over the sweet spot and likes to pull 180-200W times, just for comparison, a 40% stronger Vega56 stock consumed with 210W hardly more. The 590 consumes more than the Vega and is much weaker.
But I think if the competition produces cards that use half of them at similar power (vs. Vega 56) or even have much more power at half the consumption (vs. Polaris 590) then you really can't really recommend Radeon right now.
Depends on which GPU lengths your housing allows, the Ryzen 2600 should pack this… I myself use the Ryzen 5 1600 with a 2080Ti
