I have now upgraded from a GTX 960 to an RTX 2060 Super, but somehow I didn't get much more FPS in csgo. So ingame an average of 200, although it should be a lot more. With the old graphics card I was able to play smoothly at 144hz, but now probably also if I already have so little in csgo, then I have too little in future games and then I have to upgrade again. I really don't know why, everything in csgo looks so strange with the new graphics card, everything looked much smoother with the old one, even with bad graphics settings. Well, here are the specs first:

Ram: 8GB from Ballistix, (clock rate wasn't that high, I think it cost 30 euro)

SSD 240GB and HDD 1TB
What I have already tried / What is worth mentioning:
-Driver reinstalled
-Nvidia control panel was set in the 3D settings
-Games stretched so 4: 3 (I wouldn't play like that for more fps or something)
-Windows updated
-No great FPS progress on the previous map in other games such as Fortnite, GTA or Fall Guys

Well, your values are not that unrealistic. Since your processor is still somewhat limited, 200 fps are actually quite normal.
CS: GO is much more dependent on CPU performance than on a particularly powerful graphics card

Yes, but in the benchmarks on yt, where the game was played with much better settings and 16: 9, they still had more FPS, so it can't be because of my processor.
With a 2600 without OC and with lame RAM, there's probably simply no more and if you are in the CPU limit, the GPU does not matter.
Your other games are also negative examples. Fortnite does not need a strong GPU and only uses two threads, so it needs a processor with high single-thread performance, GTA V uses four threads, but you should still see a significant improvement here, especially with higher settings and with MSAA.
Yes, but I don't know if I should honestly upgrade the CPU now, I think I'll get 16GB Ram first, which is a bit faster because the cpu and the gpu only have 0.52% bottleneck. But as I said weird, there should actually be a lot more in there because I play with 4: 3 and low settings, but it may be that that has nothing to do with it.

There's no fixed bottleneck, what is limited when and how strongly depends on the respective application, your resolution, the selected settings and the respective scene.

You should definitely use RAM with 3.2-3.6GHz and an absolute latency of 10ns or better (e.g. 3.2GHz CL16 or 3.6GHz CL18), I would definitely recommend you to overclock your CPU for this she has a free multi and screw up the resolution and setting, but you have a strong GPU.
I got the GPU because I just wanted to take some precautions, haven't played csgo my whole life, and the 960 is very old now. And yes, I'll overclock the processor and get 16GB (2x 8GB) of RAM, I'll let you know if it got better.
