Please never use this Windows "GPU utilization". The values there are very misleading. The CPU load can't be higher because Fortnite simply doesn't need more CPU. How many FPS do you have? At what resolution? The GPU lets you e.g. See well with HWINFO64 (GPU Core Load)
Nevertheless, the Cpu is CLEARLY worse than the GPU and slows down the GPU. But you should consider this before buying.
Please don't do that with Ryzen. Nothing, just needs more electricity.
