As far as I know, the MS store indicates bit / s. Mostly, but will specify byte / s.
Byte / s through 8 yields bit / s so everything fits there ^^

In addition to the capacity of your line, on the Internet you have the capacity of the server a limiting factor.
It may well be that the server from which you download Fortnite has a limit of 3MB / s. Or the line to the server is too small dimensioned, that thereby a restriction occurs with you.
Microsoft probably has larger servers and wires - so the problem does not arise.

The server certainly creates more than 3MB / s… Only if then more than 2 or 3 people start a download (and Fortnite I could imagine that:-)), then the capacity of the server is gradually on its knees go (from maybe 50MB / s to 3MB / s).
And you should not forget the connection to the Internet. Even a 1GB / s line is eventually full.
