The screenshots are made under Linux (Gnome Desktop), not under Windows. Therefore, the windows look different there. Under Windows, this is not possible with on-board resources - unless you program yourself and draw the window frame yourself.

Not on Windows! It's not Windows, what you see there, but Linux. Other operating system, different way of working.
Search in Windows under "Themes" and "Designs" and "Personalize". None of this is exactly what your question is. But if you enjoy creating your workplace, you will enjoy it there.

IT. GOES. IN. WINDOWS. NOT! There are "themes" in Windows, but none that produce exactly what you see in Windows 10. The maximum determine the colors and the background image and the sound scheme. But none of that makes Windows look like this screenshot. Even (and more so) on the Mac does not work. There you can only choose between light and dark and can still determine the highlight color.
