And who I play Fortnite I have to play on the low settings and reach 45 to 60 fps depending on what's going on in the game maybe it is due to the CPU? Because I see in the game that the gpu is only 42% full

Sorry, but this PC is completely out of date. It is quite possible that the CPU is already overwhelmed, which is why the graphics card is not fully utilized.

So "good hardware" is not. Enormously out of date, especially the CPU. I would recommend you either build a new computer or upgrade to an FX 8350.
