Write down FPS in your default settings
Reduce resolution in the game to the smallest possible (640x480 or smaller)
Write down FPS in the same game scene
Then compare the two values. There are two possibilities:
FPS are the same. You need a stronger CPU.
FPS much higher at low resolution. You need a stronger graphics card.

My budget is a maximum of 1500 euro, if not otherwise. I do not need an overly blatant PC, 60-100FPS are enough for me, and my games do not have to be high or ultra, so I'm not so picky. My point is that my games finally run smoothly, even if I have to play them on the lowest graphics. In summary: good value for money, which does not blow up the frame but starts somewhere in the middle.
