And the most important question: Have you installed the driver for the respective graphics card correctly? Often residues of the driver of the previous graphics card remain on the computer. Both Nvidia and AMD offer cleaning tools here. Residues from the driver of the old graphics card can cause frame drops in the new graphics card.
As you have noticed yourself, the power supply of your power supply unit is not sufficient. Frame tops can of course also result from this.
As long as one graphics card is running halfway, you can assume that the other one is defective. A loose connection at the PCI slot could still be the cause, but I think it is unlikely in several tests.

Search times on Amazon for "antistatic grounding bracelet" or for "grounding mat". Before you screw up your computer the next time, you should definitely order one of them - it is often cheaper than the damage. The earthing bracelets must also be connected at one end to a metallic and above all earthed part.

Immediately buy a stronger power supply + grounding bracelet or grounding mat
install new power supply + the new graphics card in the computer

Install the appropriate driver for the graphics card
test whether the frame drops have subsided
Both graphics cards are no longer the new one shows no picture and the fans turn ned and the old one overrides the fan
