Steam games overload graphics card? (GTX1060)?

I have the problem that my GPU is at a 100% load as soon as I start a steam game, so of course I have little FPS and the games can't play well
but when I start playing games that are not over Steam (eg Minecraft or Fortnite), the load is normal and the FPS is also quite high up
So my question: What could be the problem and how could I fix it?

If you think that you have more FPS with 80% utilization, then you are wrong. The graphics card is the last link in the chain in front of your monitor. Actually, you always want it to be 100% busy, because only then will it bring you full power and you have maximum FPS.
