CPU utilization at low settings in Fortnite too high?

Play Fortnite as I said and want the highest possible FPS. However, if I put my graphics settings down, the GPU is no longer fully loaded, but the CPU utilization goes up to over 90%. At higher settings, this is usually around 50%. Why is this and can my CPU simply be too weak?
