I do not even have 100 fps and frame drops in csgo but in fortnite I always have about 100 or 150.
But everybody says that you can play csgo almost everywhere

If you have a notebook with two integrated graphics solutions (Intel HD + Nvidia Geforce), then check if CS: GO uses the Geforce at all, and not the slow Intel graphics.
I have a amd fx 8300 and a gtx 1060 3gb and 16GB ram
Age what should your pc still do everything so that you are satisfied? The game is running smoothly puntk some gamer eyes must have a fly to judge the game as inescapable.

Just put everything down and the resolution also. 4: 3 and 1280: 1024 and everything low, then the problem is solved. (Btw, if you have V sync on, it's no wonder you only have 100 fps)
And by any chance a motherboard with any AMD xxxG chipset?
You are also aware that CS: GO is extremely processor-heavy in the perspective of your question?
In FHD @maximum details, you can already tickle a significantly higher FPS from CS: GO with an Intel Core i5-6600K (without OC) than with your AMD FX 8300.
