I recently bought a PC and am satisfied with it. However, after 2 days I noticed that my graphics card in e.g. Fortnite is only 0.2% full. My processor, however, is around 20%

Zotac RTX 2070 super
AMD Ryzen 7 3700x 8x3.60GHz (Turbo: 4.40 GHz)
16Gb DDR4 3000MHz Ram
Gigabyte B450 Gaming X
600Watt Enermax MaxPro Power
(Windows 10 64-bit)
Does Fortnite run flawlessly?
It runs at around 200fps but sometimes with "worst" frame drops.
The load is below 1% that the GPU uses for Fortnite. I can't explain why
