I would bet on both.
The CPU is more stressed as soon as you have many objects in a small area. In the endgame there's often a lot of construction, so the FPS can throttle a bit. Both CPUs are more than sufficient for Fortnite, it then depends on which graphics card you will have.
Fortnite is more CPU-intensive, but the engine is rather poorly programmed or not particularly good in terms of FPS. Even the best PCs sometimes have difficulties in the endgame and that has gotten a little worse every season so far.
